District Plan

As in every other district in New Zealand, Invercargill has a District Plan. This Plan is prepared under the Resource Management Act 1991 to manage land use, subdivision and development within the District. It identifies where activities can take place, what land can be developed and what natural and cultural features should be protected. It is a Council document that not only helps Council fulfill its legal obligations and ultimately aims to promote the sustainable use of the District’s resources, but it can also be used to implement the community’s vision for the City into the future.

The District Plan was made operative on 30 August 2019.

Plan Change 1

Plan Change 1: Te Puawai Residential Development re-zoned a 70-hectare rural block of land located on the southeast outskirts of Invercargill to enable urban development of the site.

Plan Change 2

Plan Change 2: Housing and Code of Practice updates the District Plan to make it easier to build a wider range of homes in Invercargill, including smaller and medium-density housing, while maintaining rules to manage the effects of development.

Plan Change 2 was publicly notified on 14 January 2026, and the decision on the Plan Change was publicly notified on 13 July 2026.

No appeals were received and Plan Change 2 was made operative on 2 October 2026.

Private Plan Change 3

Proposed Private Plan Change 3 seeks to rezone 9.7 hectares at 805, 815 and 819 North Road from Rural Zone to Industrial 1 (Light) Zone (IND1Z). It is proposed to adopt the operative IND1Z provisions for site, with the following amendments to the Invercargill City District Plan sought:

Planning Maps: Rezoning 805, 815 & 819 North Road from Rural to IND1Z;
Appendices and Maps - Appendix 5: Addition of APP5‑8: Concept Plan (North Road);
Zone (IND1Z): inclusion of Proposed Rules ensuring landscape, visual amenity, transport access and servicing outcomes are complied with in general accordance with the Concept Plan (North Road);
Consequential renumbering of Industrial 1 Rules; and
Non-compliance default to Concept Plan is proposed as a Restricted Discretionary Activity with Matters of Discretion around visual amenity, safe and efficient access and stormwater management.

Plan Change 3 was publicly notified on 3 October 2026. All information relating to the Plan Change is available at letstalk.icc.govt.nz
