Environmental Reserves Omnibus Management Plan 2011–2021

Invercargill City Council is reviewing, and proposing amendments to its Environmental Reserves Omnibus Management Plan 2011- 2021.

The Environmental Reserves Management Plan shows how Council cares for and maintains the reserves in our city and wider district to ensure they can be used and enjoyed by visitors and community members alike while protecting and preserving the natural environment.

The plan sets out rules and regulations for how the reserves can be used or changed, and is reviewed regularly.

Please note: Submissions must be received by Council no later than 4pm on Friday, 30 April 2021.

Hawthorndale Care Village

The Invercargill City Council has received an application for resource consent from: The Hawthorndale Care Village Charitable Trust

The application is for the following activity: Land use consent to construct and operate an aged care facility (the Hawthorndale Care Village) in the Residential 1 Zone, including an 86 bed residential care facility, 22 residential apartments and 19 independent living units.

The location of the proposed activity is: 40 Fairview Avenue and 32 Stuart Street, Invercargill.

New rates postponement scheme proposal

Parking Control Bylaw 2020

The Invercargill City Council is reviewing, and proposing amendments to, its Parking Control Bylaw.

The Parking Control Bylaw enables Council to control parking activities and ensure parking is enforced to protect and enhance the safety and enjoyment of the public, while providing a clear understanding of the use of roads and public walkways as well as parking restrictions.

A significant part of the Bylaw review process is a proposal to introduce a new parking zone, which will replace all old parking meters with parking kiosks as part of the introduction of a pay by plate system.

Roading and Traffic Bylaw 2020

The Invercargill City Council is reviewing, and proposing amendments to, its Roading and Traffic Bylaw.

The primary purpose of the bylaw is to promote public safety and effectively regulate pedestrian, animal and traffic movement in the road corridors of the Invercargill City Council area as well as enhance the safety and enjoyment of the public, ensuring the functionality of the roads while providing a clear understanding of the use of roads.

Council is not proposing any significant changes to the bylaw. There has been some new sections added to it relating to cycle paths, cruising, and shared zones to better align our Bylaw with others throughout New Zealand and to provide clarity to the public.

There have also been some updates made to definitions and minor changes to some rules.

This is an opportunity for people to start giving feedback on speed limits, should they wish to.

Amendments to the Elizabeth Park Management Plan

The Invercargill City Council (Council) has been asked to amend its Elizabeth Park Management Plan to allow Southland BMX to relocate to another area of Elizabeth Park and develop a new track, while removing the old track to ground level.

In addition to the BMX proposal Parks and Recreation has also made proposed changes to the Management Plan which are shown in red.

Environment Southland Protecting Toheroa

Environment Southland is seeking feedback on some important options to protect the toheroa (a native shellfish) on Oreti Beach.

Gambling Policies

The Invercargill City Council reviewed two Gambling Policies, the Class 4 Gambling Venues Policy and the Board (TAB) Venues Gambling Policy.

These Policies provide guidelines and regulations for private providers of gaming machines, and ensures a safe environment for public participation, in relation to the Gambling Act 2003.

HWCP inner city block development
Submissions on a resource consent application from HWCP Management Limited to develop a block within the inner city closed on Friday, 16 November 2018. The first element of the application is the demolition of a number of buildings including two Category II buildings; the second element is the redevelopment of the site which will include food and dining outlets, retail outlets and a large anchor retailer, boutique shops, office space, apartments, a medical centre, civic facilities, a piazza and a multi-level car park.

Expressions of interest sought to operate Anderson House
People, business owners, or other groups were invited to put forward their interest in operating Anderson House. On behalf of the Invercargill City Council, Venture Southlandsought expressions of interest in operating one or more services from the iconic homestead. The closing date for expressions of interest was 26 October 2018.

Survey on CBD events
Feedback from city centre retailers, businesses and members of the public was sought on activities and events in the city centre over the past two years. The survey asked people what events they liked and whether they valued having a City Centre Co-ordinator to do this work. Because the position was funded by a targeted rate paid by city centre businesses, the Council was keen for them to complete the survey – but members of the public were welcome too. The survey closed on Friday, 19 October.

Keeping of Animals Bylaw
The Invercargill City Council is reviewing its Bylaw that regulates the keeping of animals, excluding dogs, within the District. The Council proposed an amendment to the definition of Urban Area within the Keeping of Animals, Poultry and Bees Bylaw to align with the Residential zones of the Invercargill City Council District Plan. The Council further proposes two new clauses are added to the Bylaw to prevent the keeping of pigs within the Urban Area, and to create a maximum limit of 12 head of poultry within the Urban Area. ILT hotel
The Council has received a resource consent application from the Invercargill Licensing Trust to erect a new hotel on the corner of Don and Dee Streets. Submissions were invited; the closing date was Thursday, 13 September 2018. This page has details about the application.

Proposal to allow camping on Stead Street Reserve
An application has been received from the New Zealand Motor Caravan Association to lease an area of approximately 5,600m² of land at Stead Street adjacent to the wharf for the association’s members to use. Part of this land is reclaimed infrastructure land and the other part is Reserve land. The Council sought feedback from the community on this proposal in accordance with section 41 of the Reserves Act 1977.

Southland Museum and Art Gallery
Community conversations about a project to redevelop the Southland Museum were held in Invercargill, Gore and other Southland centres in July 2018. An online survey was also held during the month.

Reservation status 83 Lardner Road, Invercargill
Consultation on a proposal to revoke the reservation status of land described as 13.9060ha being Lot 1 DP 2991, Part Mason Road Reserve (83 Lardner Road, Invercargill) closed at noon on 20 July 2018.

Dog Control Bylaw and Policy
Submissions on the draft Dog Control Bylaw and Policy closed on 26 May 2018 and the Regulatory Services Committee considered written and oral submissions at a meeting on 29 May.

Methamphetamine Property Policy
The risk of illness occurring as a result of residing in a property contaminated with methamphetamine residue has been considered by Council. Council has prepared a draft Methamphetamine Property Policy addresses steps which will be taken if Council is informed that a property is contaminated with methamphetamine. Methamphetamine Property Policy Consultation closed at 5pm on 27 April 2018.

Health and Hygiene Bylaw
The risk of infection and transmission of disease occurring as a result of skin piercing has been considered by Council. The draft Health and Hygiene Bylaw addresses steps which council can put in place which may assist in mitigating this risk. Health and Hygiene Bylaw Consultation closed at 5pm on 27 April 2018.

Long-Term Plan Consultation 2018-2028
Submissions on the Long-Term Plan 2018-2028 closed at 5pm on 20 April 2018. The LTP sets out Council’s vision and examines the projects and services the Council will deliver for the next 10 years, with the Consultation Document covering the key issues. Submissions on the LTP opened on 12 March 2018 u and Consultation Documents were delivered to households in Invercargill and Bluff between 20 March and 27 March.

Activity Management Plans:

City Centre Heritage Survey
The Council’s online survey seeking views on the heritage buildings in Invercargill’s city centre closed on Monday, 26 March 2018.

Regional Public Transport Plan
Submissions on the proposed Regional Public Transport Plan opened on Monday, 13 November 2017 and closed on 15 December 2017. The Council sought the views of the public on bus route changes, new fare structure, changes to Total Mobility and any areas where people believed the coverage of bus travel should be improved and why.

Earthquake-prone building legislation
The Building (Earthquake-prone Buildings) Amendment Act 2016 requires prioritisation, identification and remediation of earthquake-prone buildings that either pose a high risk to life and safety or are critical to recovery in an emergency. These buildings must be identified with community input. Feedback was also sought by the Invercargill City Council on proposals for roads, footpaths and other thoroughfares that should be prioritised. The consultation closed on Friday, 16 December 2017.

Tattoo and skin piercing Bylaw
The Council is looking at introducing a Bylaw that would regulate these industries: Tattooing, including semi-permanent; Piercing of the skin; Beauty therapy – including tanning, waxing and makeup application, and Nail Technicians. The bylaw is being drafted out of concern for public health and safety. The regulation of these industries would seek to minimise public risk of exposure to communicable diseases such as Hepatitis B and C, HIV/AIDs and bacterial skin infections. Two workshops were held in the Council Chamber on Monday, 27 November 2017.

Dog Rehoming and Euthanasia Review: Independent Panel
The Invercargill City Council is looking for six local people to engage with the public and sit on an Advisory Panel for the Council’s Dog Rehoming and Euthanasia Review. Written expressions of interest referring to the skills listed above must be received by 5pm on Friday, 3 November 2017.

Mayoral Forum: Southland Regional Development Proposal
The Southland Mayoral Forum consulted Southlanders on a proposal for the creation of a council-controlled organisation (CCO) to champion and lead regional development in the region. Public submissions closed on 2 October 2017.

Trade Waste Bylaw Review 2017
The Trade Waste Bylaw manages the reticulated sewerage system in the District and has proved to be an effective and efficient method of controlling discharges of trade waste. Submissions on the reviewed closed on 22 September 2017.

Smokefree Areas Policy
The Council has developed a new policy that would allow certain areas around the Invercargill City District to be a “smokefree” area. Submissions closed at 5pm on Friday, 15 September 2017.

Significant Events Bylaw
The Council is reviewing Bylaw 2011/1 – Significant Events, as required under Section 158(2) of the Local Government Act 2002. Submissions close at 5pm on Friday, 15 September 2017.

Fire Prevention (Vegetation) Bylaw Review 2017
The Council proposes to extend this current bylaw with no changes required, and then review this again once the Fire Service has been restructured to either amend or revoke the bylaw. Submissions closed on 28 July 2017.

Bus Services survey for householders
The Invercargill City Council consulted on the city’s bus services via a household survey (one survey to be completed by each participating household). The survey closed on Monday, 15 May 2017.

Fee changes for Commercial Buildings
The Council consulted on a proposed change to the fees charged for the second or subsequent Certificates of Public Use (CPU) for Commercial Buildings issued under the Building Act 2004, which would see it rise from $350 to $5000.

Surrey Park classification
Invercargill City Council, as the administering body of Surrey Park, proposed that the acquired areas taken under section 40 of the Public Works Act, more particularly identified as 0.6890ha, being section 3 SO 480427 and Lot 2 DP 5294 (ex-Surrey Park School site), be designated as Recreation Reserve.

2017-2018 Annual Plan
Invercargill City Council’s Annual Plan for 2017/18 represents the third year of the Long-Term Plan 2015-2025 (LTP). People were invited to submit on any of the content that was included in the LTP, as well as the content included in the consultation document. Consultation closed on 22 March 2017.

Teviot Street Reserve freehold proposal
The Council proposes that the Teviot Steet Reserve status be revoked to freehold the land for sale. Submissions on the proposal closed on Friday, 3 March 2017.

Easter trading hours
The Government has provided the Council with the powers to allow shops to open on Easter Sunday. The Council sought feedback to see if that was something that retailers, restaurateurs and the general public would be interested in seeing change. The related online feedback closed on 30 September 2016. Council determined not to develop a policy.

Emergency Management
Increasing Southlanders’ awareness of natural hazards in their area is one of the goals set out in Emergency Management Southland’s draft Group Plan. Submissions on the Plan closed on 16 September 2016.

Fortuna Group
The Group wants to construct and operate a dairy hub within the Rural Sub-Area. The hub will include a contracting yard and depot, a light engineering and maintenance workshop, staff accommodation, and an administration office for a maximum of 15 staff. Submissions closed 16 September 2016.

Glengarry Crescent: proposed exchange of reserve land
The Invercargill City Council Parks Department currently occupies an area of Council land for a playground at Glengarry Crescent and intends to take over this land and classify it as a reserve by exchanging the land for the existing reserve land on the outside of the crescent. Submissions closed on 24 August 2016.

Proposal to freehold land at Chesney Street Reserve
Notice is given pursuant to Section 24(1)(b) of the Reserves Act 1977 that the Invercargill City Council as administering body of Chesney Street Reserve proposes that the reserve as more particularly identified as 1166m², being Lot 19 DP 11128, be revoked. The reason for the proposed revocation is to freehold the land for the purposes of sale. You are invited under Section 24(1)(b) of the Reserves Act 1977 to lodge written submissions on the proposal. Please forward your submission on either of the above proposals to the Parks Manager, Invercargill City Council, Private Bag 90104, Invercargill 9840. Cook Islands Christian Church
The Cook Islands Christian Church Invercargill (Southland Branch) Society has applied to operate a Church Community Centre at 250 McQuarrie Street, Invercargill (formerly Elston Lea School). Submissions closed on 3 March 2016.

Proposed Parking, and Roading and Traffic, Bylaws
In a review of the current bylaw used to enforce parking and road use, a number of items were identified as needing to be changed to make the bylaw more effective and less confusing. The Council will repeal that bylaw and introduce two new bylaws: one for Parking and the other for Roading and Traffic. Submissions on the proposed bylaws closed on 29 January 2016.

NOTE: Fixed signwriting on a motor vehicle is exempt from the proposed Roading and Traffic Bylaw when the vehicle only includes the name and location of the business and the range of services provided. Click for details.

Myross Bush Reserve: Proposed Exchange of Reserve land
The Council wishes to exchange land located at 238 Mill Road North, Invercargill including the hall and sports grounds for adjoining land located at 275 Drysdale Road. Following this exchange of land Council subsequently wishes to dispose of land located at 275 Drysdale Road as advertised through the Long Term Plan as part of the ICC Parks Strategy 2013. Long-Term Plan 2015-2025
