Corridor access request

To apply for a Corridor Access Request (CAR) and approval of Traffic Management Plans (TMPs) within the road corridor, please register/login via the link below:

For any excavation (digging, drilling, resurfacing, or installing pipes, ducts, or other structures), you will need to be an approved contractor and submit a TMP by a practicing TTM Planner.

Any non-excavations (accessing manholes, cleaning/painting buildings, building repairs, transporting materials, tree trimming) and street events (parades, festivals, sports), require a TMP to be submitted by a practicing TTM Planner

Applications must be submitted within the following minimum working days:

  • 5 working days for minor works
  • 15 working days for major works 
  • 42 working days for event road closure

Roadside grazing

Our local rural road network includes all the land between property boundaries, the grass verge, and the road shoulder, which together form a ‘road corridor’. However, maintaining roadside boundaries on state highways within our district is managed by the NZ Transport Agency.

If you need to temporarily fence the roadside reserve area, you need to use the appropriate materials that are flexible or breakable, such as electric fence standards (pigtails) or the plastic equivalent.

Don’t use more permanent materials (such as steel waratahs), as they aren’t suitable. They pose a high risk to people inside cars if a vehicle runs off the road into your temporary fence.

Stock crossings

A permit is required to move stock across Council roads to ensure the safety of the public.

If you have any stock crossing on your property that crosses over a Council road then you will need to apply for a permit. To apply for a permit, please complete the form below and email it to corridormanager@icc.govt.nz

Vehicle crossings

A vehicle crossing is where your driveway crosses the footpath and street frontage. The Local Government Act 1974 (s335) requires that people who wish to take a vehicle from the road on to their property must do so by use of a properly constructed vehicular crossing.

Residential and heavy-duty vehicle crossings: A residential vehicle crossing may service up to three residential dwellings. A heavy-duty crossing is required when servicing four or more residential dwellings or for commercial activity. Residential and heavy duty vehicle crossings are not permitted to be constructed within 12 metres of an intersection. Also, vehicle crossings that will take up more that 25% of the frontage require special permission from the Council.

Registered contractors: If you intend installing, extending or replacing a vehicle crossing you will need to contact a Council-approved and registered contractor who is permitted to carry out work on a public street. The contractor will be able to give you a quote for the work and will contact the Council on your behalf to obtain permission to carry out any work that is required.

The Council must make sure that all work within the street meets a certain standard and is safely completed. Underground services like power and telephone cables are in the street frontage/footpath and these must be avoided. If a cable is hit there is a risk of electrocution or disruption to the service.

Council approved and registered contractors (details in vehicle access sheets above) carry special public liability insurance against damage claims. Public safety is important and pedestrians and other users of the street must be protected. Contractors have special health and safety and traffic flow training to ensure that both the public and the workers are protected from harm in and around the worksite.

 

Containers and skip bins

All containers placed on the road/road reserve within the road corridor will require a permit. However, containers and skip bins should be placed on private property wherever possible.

Approval must be obtained from neighbours or anyone else identified as being likely to be affected by the placement of the container.

The application form must be submitted with a Traffic Management Plan via MyWorksites at least 5 days before work activity to allow processing.

 

Scaffolding, hoarding, and gantries

A permit is required to install a temporary structure in a public place and includes erecting, altering, repairing, and dismantling the structure. Temporary structures in this application include fencing, hoarding, and/or scaffolding.

The application form must be submitted with a Traffic Management Plan via MyWorksites at least 5 days before work activity to allow processing.

 

Mobile food vendors, stalls, and street days

Mobile Food Van

Mobile Food Vans are like any other food business and need to be registered and verified to ensure they are preparing and selling safe food.

Your mobile food truck must be suitably constructed for food preparation and handling and sale activities. Before you can sell food from a mobile food van, you need to apply for a Food Registration Certificate and Mobile Trader Licence, for more information refer to Environmental Health – Food.

Street Stalls & Street Days

If you would like to use a specific area of the footpath for fundraising stalls, raffles, appeals, etc, you will need to apply for a permit.

Signage boards

To place a signage board on a public footpath, you must first apply for a signage board licence.

Whether we grant a permit depends on whether it is safe and appropriate to have a sandwich board at that location and whether it meets our conditions stated in our Roading and Traffic Bylaw 2022, Schedule 5.

Boards that do not have a displayed permit sticker or that aren’t being used in accordance with the licence conditions, risk being removed by Council.

Prior approval from neighbouring retailers must be obtained before submitting your application.

Café seating and street furniture

If you are interested in having an outdoor seating area for your café or restaurant, please complete the application form and attach the required information below:

  • A scale plan of your proposal which clearly shows where your tables and chairs would be placed in relation to the kerb and the front of your premises.
  • A certificate of insurance that shows that you hold Public Liability insurance of at least $1 million for any outdoor area you plan to use.
  • A photo of the furniture you intend to use with your application.
